The halal industry includes more and more industries. These are food production, banking and tax sector, investment, tourism, pharmaceuticals. The demand for halal products and halal services is growing steadily, and the market has faced a shortage of qualified personnel for the production and certification of goods and services according to halal standards.

The head of Roskachevo, Maxim Protasov, said that according to data from the Center for the Study of Consumer Behavior established at Roskachevo, 97% of Russian consumers of halal products prefer domestic producers to foreign producers, 80% of them assess halal products as high quality. With the growth of the Russian market of halal products and increasing exports, which are expected to increase by 3.5 times by 2030, the need for qualified personnel such as technologists, specialists in accreditation, certification and exports is increasing. Maxim Protasov believes that Russia needs to start developing Federal State Educational Standards (FSES) for training specialists in the field of halal.

Albir Krganov, Mufti of the Spiritual Assembly of Muslims of Russia, said that the shortage of qualified personnel in Russia has arisen not only because of the increase in the volume of products, but also because Russia has traditionally required compliance with halal standards only for meat and slaughter procedures. Now, whole industries of halal products and services have emerged, which require new approaches to training. In addition, Mufti stressed that it is necessary to properly supervise the legal use of the Halal mark.

Rector of the Russian Islamic Institute Rafik Mukhametshin noted that the Institute is working to improve literacy in the field of Islamic economics and finance and in the field of halal. Prior to the development and approval of the FSES, it is necessary to start with the launch of training courses, and then develop vocational training programs.

Rafik Mukhametshin expressed concern that the issuance of halal certificates has become a profitable business and in some cases it is turning into a business, and the halal marking has been used for marketing purposes.

Professor Shamil Shovkhalov of the Chechen State University has raised the problem of teaching staff, in particular, whether a person without religious education can teach disciplines related to the halal industry.

Rector of the Mohammed bin Zayed Khalifa Humanitarian University Mubarak Az-Zahiri emphasized the important role of educational institutions in shaping the future generation. It is necessary to train specialists to meet the need of the labor market for specialists related to the religious sphere, including specialists in the field of Islamic finance.

Abbyas Shlyaposhnikov, Chairman of the Committee on Halal Standards of the DUMM RT, emphasized the great potential and accumulated experience of the Republic of Tatarstan, which today is an excellent platform for training halal specialists.
