The plenary session "Harnessing the Potential of Partnership Finance in the Economic Development of the Russian Federation" will bring together representatives of federal and regional authorities, international organizations, foreign regulators, academia, and market participants to discuss the role of partnership finance in Russia's socio-economic development.

The formation of the international transport corridor "North-South" was initiated as an important transit link between the countries of the Caspian basin, the Persian Gulf, Central, South and South-East Asia, as well as an opportunity for the further development of bilateral transportation along shorter and more economically advantageous routes.

In order to develop such transit communications, in September 2000 an agreement on the international transport corridor “North-South” was signed between Russia, Iran and India (12 countries are parties to the agreement).

The North-South ITC as a key element ensuring interaction with most latitudinal corridors. This approach opens up new opportunities for building logistics chains linking the EAEU countries, Europe, Asia and the Middle East.

The North-South ITC as an important element of international logistics, capable of significantly changing existing commodity flows. The implementation of the inherent potential will significantly strengthen the ties between the countries of the Middle East, Asia and Europe, as well as the EAEU.

The Russian capital market plays an important role in supporting the Russian economy at the stage of its structural transformation and the formation of long-term financial resources in it. In a situation where most of the foreign investors who previously provided a significant inflow of capital have left the Russian stock market, and business interest in equity financing is actively growing, the market of partnership (Islamic) capital seems to be increasingly promising. Thus, the law on the implementation of an experiment in partnership financing, which came into force in September 2023, has already made it possible to begin to form a new layer of client-investors and client-consumers of financial services of Islamic banking, which in turn gave a new impetus to the development and improvement of the Russian financial market, as well as the creation of conditions for attracting foreign investment from the countries of the Organization of Islamic Cooperation. However, the issue of adapting the existing financial infrastructure of the capital market to new financial products still remains. Our country is one of the driving forces behind the development of a fair world order that reflects the real balance of power, geopolitical and demographic reality. The Russian Federation implements a unique set of measures of state support for entrepreneurs and investors, ensures stable and predictable civil turnover, as well as direct and open dialogue between the government and business. Ahead is the further implementation of a new model of economic growth, the creation of conditions for breakthrough development of domestic business in the areas of machine tool building, manufacturing, tourism and other sectors.

For these purposes, prosecutors are taking a set of proactive measures to increase the legal protection of business entities. Supervisory support is provided for all types of support and stimulation of entrepreneurial initiative provided in the Russian jurisdiction, including in territories with special economic regimes, the formation of an unburdensome and effective legal framework for the business community. INNOVATIVE HUMANITARIAN FINANCING MODELS: HOW CAN ISLAMIC FINANCIAL INSTRUMENTS REDUCE THE DEVELOPMENT FUNDING GAP?

The extensive UN system exists in the context of a “chronic” deficit in funding for humanitarian programs. Thus, according to the Secretary-General’s report on the work of the Organization, in 2023, underfunding of humanitarian activities amounted to a record 60% - the $22.7 billion provided by donors covered less than half of the $56.1 billion needed to save lives. At the same time, countries that can be conditionally classified as “Arab donors” (Saudi Arabia, Qatar, Kuwait, UAE) traditionally allocate impressive amounts of funding for development cooperation. Thus, in monetary terms, the ratio of official development assistance to gross national income is, on average, twice as high as the indicator for member countries of the Development Assistance Committee of the Organization for Economic Cooperation and Development. It is expected that by 2027, the size of Islamic finance in the world will reach $6.7 trillion. They are based on the principles of sustainable development, profit and loss sharing, prohibition of speculation, prevention of deterioration of the client's financial situation, which forms the prerequisites for sustainable development. In this regard, against the background of the urgent need to mobilize resources for humanitarian purposes and assistance to development, one of the effective sources of financing social and humanitarian projects is Islamic financial instruments and forms of charity.

The products of mutual trade are not only energy resources, metals and other natural resources, but also equipment and food products. Moreover, the halal product market itself is growing at an accelerated rate: 3.2% per year, outpacing the average annual growth rate of the global food market, which is 2.5%. The current demand for halal products is more than $200 billion, and the market itself is estimated at almost $3 trillion. In the long term, according to experts, by 2028 the turnover will reach $11 trillion. In other words, the prospect of forming new food markets is opening up, the functioning of which, however, is conditioned by the need to solve current problems of cooperation: the organization of new transport and logistics corridors, uninterrupted supplies and financial infrastructure.
