INNOVATIVE HUMANITARIAN FINANCING MODELS: HOW CAN ISLAMIC FINANCIAL INSTRUMENTS REDUCE THE DEVELOPMENT FUNDING GAP?

Organizer: Federal Agency for the Commonwealth of Independent States, Compatriots Living Abroad and International Humanitarian Cooperation (Rossotrudnichestvo).

The extensive UN system exists in the context of a “chronic” deficit in funding for humanitarian programs. Thus, according to the Secretary-General’s report on the work of the Organization, in 2023, underfunding of humanitarian activities amounted to a record 60% - the $22.7 billion provided by donors covered less than half of the $56.1 billion needed to save lives. At the same time, countries that can be conditionally classified as “Arab donors” (Saudi Arabia, Qatar, Kuwait, UAE) traditionally allocate impressive amounts of funding for development cooperation. Thus, in monetary terms, the ratio of official development assistance to gross national income is, on average, twice as high as the indicator for member countries of the Development Assistance Committee of the Organization for Economic Cooperation and Development. It is expected that by 2027, the size of Islamic finance in the world will reach $6.7 trillion. They are based on the principles of sustainable development, profit and loss sharing, prohibition of speculation, prevention of deterioration of the client's financial situation, which forms the prerequisites for sustainable development. In this regard, against the background of the urgent need to mobilize resources for humanitarian purposes and assistance to development, one of the effective sources of financing social and humanitarian projects is Islamic financial instruments and forms of charity.

• the basic principles and concept of Islamic finance, the scale of Islamic banking – a universal solution or an exclusive option for regions with a Muslim majority;

Urban agglomerations are the support points - growth points for the surrounding territories and the spatial development of the country. The influence of this spatial and economic phenomenon on various public institutions, including the development of the economy, science and the innovation process in the country is indicated by strategic planning documents at the federal level. Thus, in the Strategy for Spatial Development of the Russian Federation for the period up to 2030 with a forecast up to 2036, approved by the order of the Government of the Russian Federation dated December 28, 2024 No. 4146-r, the main directions and tasks of spatial development include the disclosure of economic potential, ensuring scientific, technological and innovative development of urban agglomerations, including through the development of the necessary transport, energy and social infrastructure, as well as providing priority support in urban agglomerations, administrative centers of the constituent entities of the Russian Federation for projects in high-tech and knowledge-intensive industries for the production of goods and services.

Taking these circumstances into account, during the session, experts will discuss current issues of the influence of urbanization on the stages of the innovation process, the creation and implementation of technologies, as well as their further implementation in production in order to achieve technological sovereignty. The globalization of trade, the formation and development of sustainable interregional supply chains have increased the importance of transport links, their quality, availability and reliability, for the stable functioning of international trade and the economy as a whole.

The volume of bilateral and transit traffic between the Caspian countries is steadily growing, which creates the need to increase the capacity and stabilize the operation of international transport corridors, including multimodal ones. Their development includes both the modernization of roads and railways and the construction of logistics centers, modern checkpoints, seaports and intermodal hubs.

At the same time, no physical infrastructure makes sense without agreed legal regimes, transit and trade agreements, as well as well-established logistics services, planning, modeling and management of cargo flows.

The combination of these physical and non-physical measures creates conditions for reducing the time spent crossing borders and transshipping cargo between different modes of transport, allowing transport service operators to form a reliable and predictable offer for servicing international trade.

The formation of the international transport corridor "North-South" was initiated as an important transit link between the countries of the Caspian basin, the Persian Gulf, Central, South and South-East Asia, as well as an opportunity for the further development of bilateral transportation along shorter and more economically advantageous routes.

In order to develop such transit communications, in September 2000 an agreement on the international transport corridor “North-South” was signed between Russia, Iran and India (12 countries are parties to the agreement).

The North-South ITC as a key element ensuring interaction with most latitudinal corridors. This approach opens up new opportunities for building logistics chains linking the EAEU countries, Europe, Asia and the Middle East.

The North-South ITC as an important element of international logistics, capable of significantly changing existing commodity flows. The implementation of the inherent potential will significantly strengthen the ties between the countries of the Middle East, Asia and Europe, as well as the EAEU.

During the discussion chaired by Deputy Prime Minister of the Russian Federation V.G. Savelyev, the parties will be able to exchange new developments and projects for the development of international transport corridors, issues of priority areas of development and new vectors for the development of regional logistics and changes in priorities in logistics.
