IBEIS 2025: Islam and Built Environment International Symposium

Within the framework of the International Economic Forum “Russia – Islamic World: KazanForum”, Kazan will host the Islam and Built Environment International Symposium (IBEIS 2025) on 15–16 May 2025: this event brings together leading scientists, architects, practicing urbanists, as well as representatives of government and religious organisations to discuss the integration of Islamic values into the concept of sustainable urban development.

The Symposium is organised upon the initiative of the International Islamic University Malaysia and Kazan Federal University.

The plenary session of the Symposium will be devoted to the Malaysian experience in applying the values of “MADANI” to improve the quality of life amongst the population. “MADANI” is an economic framework programme employed by the government of Malaysia to address the issues of enhancing the sustainability, productivity, and added value of the economy. The programme focuses on ensuring an equitable distribution of financial resources for the development of key social areas such as infrastructure modernisation, improvement of education and health care, and poverty reduction measures. 

Professor Azila Ahmad Sarkawi, Chairwoman of the IBEIS Symposium with a Master’s Degree in Comparative Laws from the International Islamic University Malaysia, is planned to speak at the Forum. Associate Professor Mohd Farid Ravi Abdullah, Vice Chancellor of the Selangor Islamic University, will moderate the Forum.  

The following dignitaries are expected to participate in the Symposium as well:
- Dr Adel Alzahrani, Executive Director of ROSHN Group (Saudi Arabia)
- Professor Odeh Al-Jayyousi, Head of Technology and Innovation Management at Arabian Gulf University (Bahrain)
- YBhg Datuk Wira M Noor Azman bin Taib, Secretary General of the Ministry of Housing and Local Government (Malaysia)  
- Professor Abdul Razak Sapian, Dean of Kulliyyah of Architecture and Environmental Design at the International Islamic University (Malaysia) 
- Professor Emeritus Tan Sri Dato’ Dzulkifli Abdu Razak, former Rector of the International Islamic University (Malaysia)
- Kamil Samigullin, Mufti of the Republic of Tatarstan. 

Nikolay Shumakov, President of the Union of Architects of Russia, was invited to participate likewise. 

Experts in the field of architecture, urbanism, and Islamic law will discuss the prospects of sustainable urban development, the basics of integrated development of territories, as well as modern solutions in Islamic architecture.

A guided tour to the landmark sites of the Republic of Tatarstan tied to Islamic architectural heritage is planned for the Symposium participants.
IBEIS 2025, held during the KazanForum 2025, will become an important international platform for sharing best practices, forming strategic partnerships, and discussing advanced solutions in the field of Islamic urbanism.
