Kazan State Medical University Signed Agreements with OIC Countries’ Universities

Kazan State Medical University (KSMU) signed a number of agreements with universities from countries within the Organisation of Islamic Cooperation on the sidelines of the XVI International Economic Forum “Russia – Islamic World: KazanForum”. Alexei Sozinov, Rector of the KSMU, said that the bilateral agreement with the Karaganda Medical University served as a continuation of the documents signed prior.

“We are in a consortium to introduce an integrated educational programme into the teaching process. This is a practice-oriented approach aimed at providing clinical training for the future doctors. It is widely used in universities across Kazakhstan. Such approach for the Russian Federation is being developed by KSMU. We normally use it for training foreign students, and it has been used for Russians starting this year. In 2025, we plan to implement a dual-degree programme,” notes Sozinov.

Victor Ricklefs, Acting Chairman of the Board and Rector of the Karaganda Medical University (Kazakhstan), said that the universities are constantly exchanging teachers and students. The basic component of the dual degree educational programme will be taught in Karaganda, while the clinical portion will take place in Kazan. This will help to bring the two countries’ treatment protocols and standards closer together.

“Since the memorandum was signed last year, we have created a unique educational programme that meets both Kazakhstani and Russian standards. We intend to launch it following the new academic year,” says Ricklefs.

KSMU signed another agreement with the Avicenna Tajik State Medical University. Mukhiddin Nuriddin Davlatali, Rector of the University, expressed hope for fruitful co operation between the establishments.

“Due to the rapid development of technical capabilities, we now need to update and redesign our training programmes so that we stay up to date when it comes to diagnosing and treating various diseases. Artificial intelligence is emerging in medicine, and this spurs us to find ways of educating our students, dealing with this matter. We think that academic exchange of teachers and students will aid in this process,” states Davlatali.

The third agreement was concluded with the Algerian Institute of Medical Sciences. Sozinov noted that this creates new opportunities for KSMU. The University hopes to both expand student exchange and develop teachers’ academic mobility.

“I believe this will make for effective collaboration and we will be able to help our students advance themselves as well as engage in active research activities. I personally find it very important to strengthen our ties with the Kazan University. I see a lot of potential in the University and opportunities that we could adopt. Perhaps we should shift our focus to deepening relationships between professors and starting research work,” says Merzak Gharnaout, Rector of the Algerian Institute of Medical Sciences.

The International Economic Forum “Russia – Islamic World: KazanForum”, which was granted federal status in 2022 by the Decree of the President of the Russian Federation, is being held for the 16th time on 14 16 May 2025. The Programme includes 200 events such as a Congress of Ministers of Transport within the Islamic countries; a Congress of Ministers of Culture within the Islamic countries; a Congress of Prosecutors General within the Islamic countries; a Congress of Auditors within the Islamic countries; the world’s largest conference on Islamic finance; conferences on the halal industry; a forum of Chambers of Commerce and Industry within the Islamic countries; as well as international exhibitions on economy, trade, and real estate held over 40 thousand sq. m. Representatives from 103 countries registered to participate in 2025. In 2024, the Event gathered more than 20 thousand participants from 87 countries, 87 constituent subjects of the Russian Federation, along with more than 40 diplomatic missions.
