Russia and the Islamic World at KazanForum Team Up to Develop the Halal Industry Strategy

At the XVI International Economic Forum “Russia – Islamic World: KazanForum” within the framework of the session “2030: Halal Industry Strategy”, the vectors of development of this sphere were outlined. This was announced by Abbyas hazrat Shlyaposhnikov, Chairman of the Halal Standard Committee of the Spiritual Administration of Muslims of the Republic of Tatarstan. 

The session was attended by 12 speakers, including Ihsan Ovyut, Secretary General of the Institute of Standardisation and Metrology of the Islamic States (SMIIC), Moteb Al-Mesani, Director General of the GCC Accreditation Centre, Haikal Hassan Baras, Head of the Halal Quality Assurance Agency under the Ministry of Religious Affairs of Indonesia (BPJPH).
As Abbyas Shlyaposhnikov put it, all experts stated their willingness for the development of the halal industry. 

Moteb Al-Mesani stated that the GCC Accreditation Centre successfully cooperates with the Russian Federation to solve problems in the economic sphere. “You have wonderful products that are certified. These are the kind of products we need. We are here to continue to support our co-operation,” said the Director General of the Gulf Accreditation Centre.

“Halal is very simple. It is about purity and trust. For example, if I have a chocolate factory, then its products are standard for all countries – Indonesia, Malaysia, Saudi Arabia, and others. But if we want to produce halal products, then they must meet the standards of each of the states. This creates difficulties. Within the framework of KazanForum, we must come to a common solution, join efforts, because together we are stronger!” said Haikal Hassan Baras. 

Ihsan Ovyut said that it is necessary to proceed with the search for ways to produce halal products at the Forum and continue to follow this direction together.

The International Economic Forum “Russia – Islamic World: KazanForum”, which was granted federal status in 2022 by the Decree of the President of the Russian Federation, is being held for the 16th time on 14-16 May 2025. The Programme includes 200 events such as a Congress of Ministers of Transport within the Islamic countries; a Congress of Ministers of Culture within the Islamic countries; a Congress of Prosecutors General within the Islamic countries; a Congress of Auditors within the Islamic countries; the world’s largest conference on Islamic finance; conferences on the halal industry; a forum of Chambers of Commerce and Industry within the Islamic countries; as well as international exhibitions on economy, trade, and real estate held over 40 thousand sq. m. Representatives from 103 countries registered to participate in 2025. In 2024, the Event gathered more than 20 thousand participants from 87 countries, 87 constituent subjects of the Russian Federation, along with more than 40 diplomatic missions.
