17 Applications Have Been Received to Join the All-Russian Halal Industry Association

The first meeting of the All–Russian Halal Industry Association took place on 16 May as part of the XVI International Economic Forum “Russia - the Islamic World: KazanForum”. According to the Chairman of the Halal Standard Committee of the Religious Board of Muslims of the Republic of Tatarstan, Abbyas hazrat Shlyaposhnikov, 17 applications for membership in the Association have been received to date, including from four organisations with international accreditation. “There are applications from Siberia — Tyumen, Central and Northern Russia, the Volga region, and the Caucasus,” said Abbyas hazrat Shlyaposhnikov.

According to him, the need to create the Halal Industry Association in Russia is dictated by the increase in the number of certifying authorities that do not have the appropriate competencies and issue certificates without proper verification. This leads to the appearance of counterfeit products on the market — substandard products with the “Halal” label.

The All-Russian Halal Industry Association is designed to bring together competent certifying authorities, experts and participants to solve the problems of the industry. In particular, the organisation’s participants intend to develop proposals for improving the market and take initiatives at the legislative level.

Ramis Yakupov, Director General of OOO “CentreHalal Supervision”, claimed that the All-Russian Halal Industry Association has great prospects. He noted that the organisation will unite accredited certification bodies and become a platform for communication between them.

“Halal products are now recognisable and recognised not only among Muslims, but also among consumers of other faiths,” Ramis Yakupov drew attention. Eduard Khamidullin, Head of the Certification Centre of the International Centre of Standardisation and Certification “Halal” at the Spiritual Administration of Muslims of the Russian Federation, noted that interest in the halal industry is growing not only from consumers, but also from unscrupulous certifiers.

“People of any religion can engage in the Halal industry. The main thing is that they take their work responsibly, produce high—quality products, and the authoritative bodies under the spiritual administrations of Muslims should monitor their compliance with Halal standards,” he declared.

The presence of unscrupulous certifying authorities and manufacturers of counterfeit products on the market is an obstacle to the development of a business operating according to Halal standards, said Ramis Akhmadullin, CEO of OOO “Itle Kitchen”. In addition, market participants face institutional constraints related, for example, to standard-setting activities.

“We consider the Halal Industry Association as an opportunity to consolidate market participants in order to work together to overcome obstacles and develop the market more dynamically,” Ramis Akhmadullin noted.

The International Economic Forum “Russia – Islamic World: KazanForum”, which was granted federal status in 2022 by the Decree of the President of the Russian Federation, is being held for the 16th time on 13-18 May 2025.
