Russia strengthens cooperation with OIC countries in the halal industry
The 11th World Halal Summit 2025 is being held with the support of Türkiye’s President Recep Tayyip Erdoğan in Istanbul on 26-29 November. It is one of the world’s key events that unites the halal ecosystem on a global scale. In 2025, the forum is expected to welcome around 50,000 guests and visitors from over 100 countries. The summit features the Halal Expo, which includes over 600 exhibitors from 40 countries.

In addition to the exhibition, the forum’s programme includes sessions with the participation of foreign ministers, an e-commerce summit and B2B meetings, Seven Country Business Forums, a fashion and art exhibition, a tourism and healthcare conference and other events.

A delegation of the Republic of Tatarstan is chaired by Taliya Minullina, head of the Tatarstan Investment Development Agency. The delegation includes representatives from the Ministry of Agriculture and Food of the Republic of Tatarstan, the Tatarstan Muslim Religious Directorate and the business community.

During the plenary session of the World Halal Summit 2025, Taliya Minullina presented Tatarstan’s experience in developing the halal industry, Islamic finance and creating conditions for running a sustainable ethical business. Tatarstan is one of the first regions in Russia to implement a pilot project on partnership (Islamic) financing and is actively developing this area.

The halal industry in the republic is now developing dynamically and systematically. In 2024, the volume of halal product exports reached $14 million, which is $2.5 million more than in 2023. Thanks to its developed transport infrastructure and convenient location, Tatarstan became an international transport hub, and direct air connection with many countries, including Türkiye, ensure comfortable logistics.

“The Republic of Tatarstan created the most favourable conditions for companies from the Islamic world to fulfil their economic potential. We believe in the power of partnership and look forward to welcoming you in Russia, in hospitable Tatarstan!” said the head of the Tatarstan Investment Development Agency.

During the summit’s opening ceremony, His Excellency İhsan Övüt, Secretary General of the Standards and Metrology Institute for Islamic Countries (SMIIC), announced the readiness to hold the SMIIC Annual General Assembly Meetings in the Republic of Tatarstan in November 2026, jointly with the Russian Federal Agency for Technical Regulation and Metrology (Rosstandart).

During the summit, the delegation of the Republic of Tatarstan held a number of productive talks with high-ranking representatives from Malaysia, Oman, the Maldives, Türkiye and the Kingdom of Saudi Arabia. They discussed joint projects in the halal industry, logistics, investments and Islamic finance. These contacts confirm the growing interest of OIC countries in cooperating with Russia, particularly with Tatarstan.

The work of the republic’s delegation at the World Halal Summit continues: with new meetings, presentations of regional initiatives and the reinforcement of international ties ahead.

“Russia is strengthening cooperation with the countries of the Organization of Islamic Cooperation in developing the halal industry. Tatarstan has become one of the leading regions inspiring everyone with its example. The republic has established itself as a hub for international events, including thanks to the annual Russia – Islamic World: KazanForum International Economic Forum,” noted Taliya Minullina.

The head of the Tatarstan Investment Development Agency invited summit participants to attend the 17th Russia – Islamic World: KazanForum International Economic Forum, which will be held in the capital of Tatarstan on 14-15 May 2026.

In 2025, the KazanForum hosted about 200 events dedicated to investments, finance, industry, trade, education, science and culture, the Russia – Islamic World Cooperation Expo and the Kazan Halal Market fair. A meeting of the Russian-Turkish Commission’s Working Group on Industry, which strengthened bilateral cooperation, became an important event in this year’s business programme.
