The first AAOIFI Center in the CIS Opens in Kazan

The Opening Ceremony of the first Representative Center for the Development of Islamic Finance of the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) in the CIS countries will take place on December 26, 2025, at 14:00 in Kazan (Millennium Panorama Hotel).
The Ceremony will feature the participation of Rais (Head) of the Republic of Tatarstan Rustam Minnikhanov, Chairman of the AAOIFI Board of Trustees Sheikh Ebrahim bin Khalifa Al-Khalifa, representatives of the Central Bank of the Russian Federation, executive authorities of the regions participating in counterpart funding experiment, deputies of the State Duma of the Russian Federation, representatives of the Russian Banks Association, as well as an exhibition featuring organizations from Russia and the CIS countries operating in the field of counterpart funding, and signing a series of agreements.
As part of international cooperation, the Republic of Tatarstan closely cooperates with the Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI).
The opening of the Center will be an important step in the development of Islamic finance in Russia and the Eurasian region, and will also ensure integration with the global Islamic finance system. The Center’s main objectives will be to adapt international Islamic banking standards, develop human resources, and strengthen cooperation with the largest institutions in the Islamic world.
A round-table on the topic “The role and objectives of the Representative Center in the development of counterpart funding in the CIS countries” is planned during the Opening Ceremony of the first AAOIFI representative center.

In May 2025, KazanForum hosted the first AAOIFI international conference in Russia named “Islamic Finance and Investment: Promoting Sustainable Development and Global Partnership”. The event was attended by prominent experts, including Sheikh Muhammad Taqi Usmani, Chairman of the AAOIFI Shari’ah Board, and representatives from the central banks of the UAE, Bahrain, and the Bank of Russia.
A delegation from the Republic of Tatarstan participated in the 20th AAOIFI Conference on Islamic Banking and Finance in Bahrain in November this year. A Memorandum of Understanding aimed at strengthening mutually beneficial ties and exchanging best practices between the parties was signed between the Government of the Republic of Tatarstan and AAOIFI on the sidelines of the conference. The document reflects a shared commitment to the development of Islamic finance in Russia and the CIS countries, as well as promoting the integration of international standards into national financial systems.
