The Second Congress of Culture Ministers of the Countries of the Organization of Islamic Cooperation was held in Kazan as part of the 17th International Economic Forum "Russia – Islamic World: KazanForum". The participants included representatives from 18 countries, as well as three international organisations. Among the invited high-ranking guests were Alexander Pankin, Deputy Minister of Foreign Affairs of the Russian Federation; the Deputy Secretary-General of the Organization of Islamic Cooperation; the Director-General of ICESCO; the Permanent Representative of the Russian Federation to the Organization of Islamic Cooperation in Jeddah, Kingdom of Saudi Arabia; and others.

The main topic of discussion was the dialogue of cultures as a foundation for preserving identity and diversity in a multipolar world. As a multinational state, home to representatives of nearly 200 peoples, Russia demonstrates successful experience in maintaining a respectful dialogue between representatives of all religious communities.

"The status of Cultural Capital is a recognition of Tatarstan's centuries-long contribution to Islamic civilisation. For us, being a capital means being a place of strength. We strive to show that the world of Islamic culture is not only a greatest history, but also contemporary art, creative industries, and modern technologies," noted Rustam Minnikhanov, the Rais of the Republic of Tatarstan, commenting on the subject.

The Ministry of Culture of Russia carefully preserves the country's cultural heritage.

The Ministry maintains the Unified State Register of Cultural Heritage Objects of the Peoples of the Russian Federation, which currently contains over 162,000 registered objects, of which 33 are World Heritage Sites.
