Denis Manturov Holds Talks in the UAE
First Deputy Prime Minister of Russia Denis Manturov paid a working visit to the United Arab Emirates, where he met with UAE President Mohamed bin Zayed Al Nahya.

The centrepiece of the talks was the current state of Russia–UAE engagement. The two sides discussed expanding trade and economic co-operation. This December, the countries will mark the 55th anniversary of the establishment of diplomatic relations.

Denis Manturov stressed that trade and economic ties are expanding successfully: last year, bilateral trade turnover between Russia and the UAE grew by half, reaching an all-time high of 14 billion USD.

"We expect the Economic Partnership Agreement between the EAEU and the United Arab Emirates to enter into force before the end of this year, which will help improve the quality of trade and make it more balanced," Denis Manturov emphasised.

In May 2026, a landmark bilateral meeting dedicated to advancing international co-operation between Russia and the UAE took place on the sidelines of the 17th International Economic Forum "Russia – Islamic World: KazanForum". Participants discussed promising areas of engagement — in particular, opportunities for entrepreneurs and the practicalities of building business processes with the Islamic region. An important part of KazanForum 2026 was the international agro-industrial trade and procurement session, in which leading distributors from the UAE took part; specific delivery mechanisms were worked through and long-term trade ties were forged.

The Russia–UAE intergovernmental Agreement on Trade in Services and Investment is expected to help raise the quality of trade and achieve a more balanced trade structure. The Agreement will complement the already signed Russia–UAE agreements on free trade in services and on the elimination of double taxation.

The participants in the talks also noted the positive momentum in co-operation in industry, agriculture, energy, high technology, and the humanitarian field.
