The development of partnership financing will be one of the key topics of discussion at the 17th International Economic Forum “Russia – Islamic World: KazanForum 2026”.
For two and a half years now, four Russian regions (the Republics of Bashkortostan, Daghestan, Tatarstan, and the Chechen Republic) have been piloting this type of service. The Republic of Tatarstan holds a leading position in terms of the amount of partner financing transactions.
The Ministry of Economy of the Republic of Tatarstan notes that in 2025, the amount of funds raised through partnership financing in the Republic increased six times, reaching 34.9 billion rubles. The use of funds portfolio grew by 16%, reaching 3.6 billion rubles, while the portfolio of fundraising grew by 41%, reaching 6.3 billion rubles over the first nine months. More than 14,000 products compliant with Islamic and partnership financing standards are registered in the Republic of Tatarstan.
According to Sberbank, the number of transactions has more than doubled compared to 2024, and the total amount of funding attracted to current accounts that comply with Islamic finance rules has increased by 1.2 times, reaching 458 million rubles.
Commenting on the development of this area, Rais (Head) of the Republic of Tatarstan, Rustam Minnikhanov, noted: “This is not a trend, but an opportunity to strengthen economic ties with the Islamic world and give our entrepreneurs access to modern financial tools”.
Participants of the experiment in all four regions are developing partnership financing deals for both raising and using funds, demonstrating growing interest from regional players and financial institutions.
At KazanForum 2026, experts, government representatives, and business representatives will discuss further ways to expand the practice of partnership financing, including the standardization of tools, digital solutions, and attracting international investors, and will exchange experiences between pilot regions and projects from OIC countries.
