"KazanForum Expands Its Business Programme on Islamic Finance and Digital Solutions
On 14 May 2026, as part of the 17th International Economic Forum “Russia – Islamic World: KazanForum”, Sberbank will organise a large-scale business programme dedicated to the development of partnership finance and Islamic financial instruments in Russia.
The events will take place within the framework of the Russian Islamic Economic Forum, Sberbank’s annual platform for discussing key areas of industry development. The focus will be on regulation, standardisation, the introduction of digital technologies and the practical application of partnership finance instruments. Sberbank Senior Vice President Oleg Ganeev will open the business programme.
The programme will bring together representatives of federal and regional authorities, the banking sector, businesses, international organisations, development institutions, fintech companies and the expert community. Participants will discuss the interim results of the experimental legal framework for partnership financing operating in Russia under Federal Law No. 417-FZ, as well as the prospects for scaling up Islamic financial products across the country.
Particular attention will be paid to practical industry issues, including which partnership finance instruments are already in demand, which barriers still require further development, how to establish effective co-operation between the state, financial institutions and businesses, and what role artificial intelligence, digital platforms and modern fintech solutions can play in the sector’s growth.
Participants will also discuss the creation of a unified industry infrastructure, the development of Sharia expertise, customer demand and the emergence of new business models for the Russian Islamic finance market.
The topic of partnership financing has traditionally occupied an important place on the KazanForum agenda. Today, the Islamic banking pilot project is being implemented in the Republic of Tatarstan, Republic of Bashkortostan, Republic of Dagestan and the Chechen Republic, while interest in Islamic economy instruments continues to grow among both businesses and international investors.
“The KazanForum business programme is structured as a multidisciplinary platform for strategic rapprochement between Russia and the countries of the Islamic world, where diplomatic dialogue is organically combined with investment, industrial and technological co-operation. The Forum demonstrates a transition from general declarations to practical joint action: through intergovernmental commissions, business dialogues, project exhibitions and sectoral sessions, it creates a space for developing concrete solutions in trade, logistics, Islamic finance, construction, IT and the agro-industrial sector,” noted Taliya Minullina, Head of the Investment Development Agency of the Republic of Tatarstan and member of the Forum’s Federal Organising Committee.
