KazanForum Business Programme to Elaborate on Islamic Finance and Digital Solutions

On 14 May 2026, as part of the 17th International Economic Forum “Russia – Islamic World: KazanForum”, Sberbank—the largest bank in Russia—is organising a large scale business programme dedicated to the development of partnership financing and Islamic financial instruments throughout the Russian Federation.
The events will take place over the course of the Russian Islamic Economic Forum, Sberbank’s annual platform for discussing key areas of the sector’s development.
The participants will focus on issues of regulation, standardisation, as well as the introduction of digital technologies and the practical application of partnership financing instruments. Oleg Ganeev, Senior Vice President of Sberbank, will launch the business programme
with his welcome speech as per the established custom.
The business programme will bring together representatives from federal and regional authorities, the banking sector, the business community, international organisations, development institutions, fintech companies, and the expert community. The experts will
talk about the interim results of implementing the pilot partnership financing regime, currently in force in Russia under Federal Law No. 417 FZ, as well as the prospects
for scaling up Islamic financial products across the country.
Particular attention will be paid to practical issues facing the sector: which partnership financing instruments are already in demand in the market; which barriers need
to be addressed; how to establish efficient co operation between the state, financial institutions, and the business sector; and what role artificial intelligence, digital platforms, and modern fintech solutions might play in the development of the sector.
Furthermore, the participants will also discuss the establishment of a single sectoral infrastructure; the development of Shariah knowledge and skills; current and projected customer demand; and the formation of new business models for the Russian Islamic finance market.
The topic of partnership financing holds a valuable place on the KazanForum agenda every time. Today, Islamic banking initiatives are being implemented in Tatarstan, Bashkortostan, Dagestan, and the Chechen Republic, whilst interest in Islamic finance instruments continues to grow amongst both businesses and international investors.

a space for developing specific solutions across the fields of trade, logistics, Islamic finance, construction, IT, and the agro industrial complex with the help of various intergovernmental commissions, business dialogues, project exhibitions, and sectoral sessions,” Taliya Minullina, a member of the Forum’s Federal Organising Committee
and Head of the Tatarstan Investment Development Agency, highlighted.
