In Tatarstan, the Design of the Ammoniy-2 Fertiliser Plant is Nearing Completion
13 May“Ammoniy-2 is an ambitious project. Production capacity will more than double compared to the first Ammoniy plant. It will be built using the best available technologies. In terms of resource consumption and environmental performance, it will also surpass the already quite modern Ammoniy-1. At present, we are finalising the design and moving on to selecting a contractor. According to our plans, we will be able to announce the next steps in the project’s implementation at the end of this year,” said Dmitry Makarov.
According to him, in addition to increasing the output of the main products – ammonia and urea – the new facility will also provide opportunities for developing the first site ‘in terms of redistributing the product structure and their balance”. “Some methanol will be freed up – its volume is currently reduced in favour of fertiliser production. With the construction of Ammoniy-2, methanol capacity will be restored. The third stage will involve channelling methanol into further processing products,” said Dmitry Makarov.
Vsevolod Bebutov, General Director and Chairman of the Board of Directors of the Azot Group of Companies, reported that the standard timeline for projects such as Ammoniy-2 includes 2.5 years for design, 3 years for construction, and at least one year for commissioning.
“Complex, long-term projects such as this can only be realised with state support and properly functioning government support measures, in particular the “Project Finance Factory”, to hedge interest rates on loans and reduce them, because in a high-interest-rate environment the implementation of such projects is impossible. Without state involvement, a project of this kind cannot be implemented,” said Vsevolod Bebutov.
Makharov added that the company is testing the technology of organo-mineral fertilisers on its own agricultural enterprises in Tatarstan, Kemerovo, Penza and Saratov, in order to later train a wide range of crop growers. The development of these fertilisers is currently at the R&D stage.
Vyacheslav Leonov, Director of the Department of Land Policy, Property Relations and State Property at the Ministry of Agriculture of the Russian Federation, reported that work on improving soil fertility has begun this year.
“It is important not just to use the land, but to do so prudently, without reducing its fertility. The central element here will be a system of adaptive landscape farming, combining recommended crop rotations, a selection of crops and varieties, and updated standards for plant nutrition systems,” said Leonov.
Alongside improving fertility, the ministry is working to increase cultivated areas and reduce unused farmland. An inventory of agricultural land has been carried out across the country, identifying approximately 10 million hectares that need to be brought back into agricultural circulation. Between 2022 and 2030, around 13 million hectares are to be recultivated, with the process already completed for 3 million hectares. A “road map” has been drawn up for each plot.
Approximately one third of all plots are privately owned. Leonov urged owners to make greater use of government support measures, which include reimbursing part of the costs of bringing land into circulation. At the same time, landowners who fail to comply with land-use requirements will face enforcement measures, which will be progressively strengthened, including increases in land tax rates by up to five times.

In 2026, Kazan holds the status of Cultural Capital of the Islamic World. Cultural co‑operation will be one of the key themes of the humanitarian agenda – during the Forum, the Congress of Ministers of Culture of OIC Countries and the 15th Session of the ICESCO General Conference will be held. The programme will conclude with the “Izge Bolgar Zhyeni” gathering in Bolgar, dedicated to the Day of the Official Adoption of Islam by Volga Bulgaria
