Construction of Muse 3* Hotel by Developer and Hotel Operator Kravt h&h Near Kazan Airport to Begin in 2026

Hotel operator and developer Kravt h&h, with the backing of the Tatarstan authorities, is to build a new Muse 3* hotel next to Kazan International Airport. Work is scheduled to commence at the end of 2026. The hotel could serve as a pilot project within the Muse of Tatarstan concept, which is rooted in a contemporary reading of Tatar culture, traditions, and local identity within a hospitality setting.
On 13 May 2026, on the sidelines of the XVII International Economic Forum "Russia – Islamic World: KazanForum", developer and hotelier Kravt h&h and the Investment Development Agency of the Republic of Tatarstan signed a letter of intent concerning the delivery of an investment project to build a hotel complex on the territory of the Republic of Tatarstan — the Muse 3* hotel near Kazan Airport. The new hotel, whose construction has the support of the republican authorities, could become the first example of a modern approach to integrating the national cultural code into hospitality projects. To bring this idea to life, the Muse of Tatarstan concept has been developed, one that presents Tatar culture in its most current form, both for tourists and for local residents.
"Tatarstan is becoming an increasingly attractive destination for tourism, including business and event tourism. Kazan plays host to prestigious international forums such as BRICS, the Kazanysh architectural festival, and the 'Russia – Islamic World: KazanForum' International Economic Forum, among others. The growth trajectory of tourist arrivals in the capital of Tatarstan gives grounds to forecast an annual rise from the current 5.1 million to 7 million by 2030. At the same time, tourism development is directly linked to infrastructure capacity. Drawing on the region's cultural DNA and Kravt h&h's hotel management standards, we propose creating a scalable new-generation hotel network that will fill the supply gap in the local hotel market and shape an entire segment tied to an ethno-cultural component. The pilot Muse of Tatarstan hotel could serve as the launch pad for this initiative, should the regional authorities lend their support," said Valery Kravtsun, founder and CEO of Kravt h&h, the federal operator of the Muse hotel chain.
The 138-room Muse 3* hotel, operated by Kravt h&h, will be built next to the airport, in the immediate vicinity of the already operating Muse of City Kazan 4* hotel. Construction work is due to begin at the end of 2026, with commissioning planned for the end of 2030. The investment is estimated at 1 billion roubles.
The design for the nine-storey, 7,000 sq. m hotel has been prepared by Kravt h&h's in-house architectural bureau. A notable feature of the format will be the emphasis on public functions on the lower floors, which are expected to house a grab-and-go café, a co-working space, a lounge area, and a laundry.
Under the Muse of Tatarstan concept, other formats are also proposed for development across the republic. "The range of hotels with the region's cultural DNA could span four strands: 3* smart-hotels for tourists and business travellers; 4* serviced apartments for extended stays and the rental market; 3–4* countryside hotels for nature-based getaways; and 5* boutique hotels with a focus on cultural and gastronomic experiences. The projects envisage public spaces, spa infrastructure, and the use of elements of local culture — from folk crafts to wellness treatments incorporating local herbs. Across all Muse of Tatarstan hotels, guests can expect uniform service standards, concierge support, and access to events and curated navigation around the region," said Andrey Zhamkin, Executive Director of Kravt h&h.
The conceptual character of the hotel chain will be Khorriyat (from the Tatar "хөррият" — freedom), the bird of fortune, a heroine of Tatar folklore who, according to legend, brings happiness to a person by casting her shadow upon them. The figure of Khorriyat will serve as the unifying symbol across the entire hotel range, embodying freedom of action and choice, the chance to step out of the relentless rush and to find a sense of calm.
According to Kravt h&h's plans, the new Muse of Tatarstan concept could be rolled out in the most tourism-friendly locations across all of Tatarstan.

The International Economic Forum “Russia – Islamic World: KazanForum” is being held in Kazan from 12 to 17 May 2026. In accordance with a decree of the President of the Russian Federation, Vladimir Putin, the Forum acquired federal status in 2023, becoming the main platform for interaction between Russia and the Islamic world.
Representatives from 103 countries have registered for KazanForum 2026.
The Forum’s 2026 business programme includes 149 events across 21 tracks. Several international exhibitions will be held as part of the Forum: The International Exhibition of Co-operation between Russia and the Islamic World, the “Innovations. Investment. Infrastructure” Exhibition, the International Real Estate Exhibition and Conference, and the Kazan Halal Market Trade Fair. The agenda also includes: the Forum of Chambers of Commerce and Industry of OIC Countries, the Forum of Young Diplomats, the Forum of Young Entrepreneurs, meetings of intergovernmental commissions and bilateral conferences, festivals, gastronomic and sports projects, including the “Business on Horseback” horse race and the International Jockeys’ Championship.
In 2026, Kazan holds the status of Cultural Capital of the Islamic World. Cultural co‑operation will be one of the key themes of the humanitarian agenda – during the Forum, the Congress of Ministers of Culture of OIC Countries and the 15th Session of the ICESCO General Conference will be held. The programme will conclude with the “Izge Bolgar Zhyeni” gathering in Bolgar, dedicated to the Day of the Official Adoption of Islam by Volga Bulgaria.
