Tatarstan Signs 5 Agreements in the Field of Medicine at KazanForum

Russia’s healthcare system possesses a number of competitive advantages that make it possible to attract medical tourists from other countries. These include the high-quality training of specialists, a robust material and technical base, a classical school of national medicine that enjoys international recognition, as well as the competitive cost of medical services. This opinion was expressed by Evgenia Kotova, Deputy Minister of Health of the Russian Federation, at the 17th International Economic Forum "Russia – Islamic World: KazanForum".
"Our clinics are able to offer comfortable conditions of stay. For patients from other countries, taking into account their religious and cultural preferences, our clinics are ready to provide services in accordance with halal medicine standards. All these advantages have resulted in an annual increase in the flow of tourists seeking medical care. Over the past six years, around 27 million medical tourists have chosen Russia, with approximately 2 million children from foreign countries receiving medical care in our country. Over the past three years, we have observed a growth trend of 20 per cent per annum in the number of such visitors," said Kotova.
Extensive work is also being carried out in Tatarstan, according to the republic’s Minister of Health, Almir Abashev. The clinics have well-established international departments.
"We work within the framework of memoranda and agreements, five of which were concluded today. Leading Turkish clinics have signed the relevant agreements with our flagship medical organisations. All this greatly enhances our technologies and our mutual understanding. Cross-border relations among medical professionals are of the utmost importance at the present stage," Abashev explained.
Other countries of the Islamic world are also willing to cooperate. Dr Ahmed El-Sobky, member of the IHF Governing Council for Health Administration in Egypt, noted that their areas of development in the field of medicine coincide with those of Russia. Egypt remains one of the most popular tourist destinations. The country plans to develop medicine in the field of transplant surgery and plastic surgery.
"If we speak of business models, Russia and Egypt again have common interests. We propose that Egypt become a transit point between countries. We could gather patients from Africa and the Arab world and then bring them to Russia. I hope that our ties will strengthen, and more opportunities for cooperation will emerge," said El-Sobky.

The International Economic Forum “Russia – Islamic World: KazanForum” is being held in Kazan from 12 to 17 May 2026. In accordance with a decree of the President of the Russian Federation, Vladimir Putin, the Forum acquired federal status in 2023, becoming the main platform for interaction between Russia and the Islamic world.
Representatives from 103 countries have registered for KazanForum 2026.
The Forum’s 2026 business programme includes 149 events across 21 tracks. Several international exhibitions will be held as part of the Forum: The International Exhibition of Co-operation between Russia and the Islamic World, the “Innovations. Investment. Infrastructure” Exhibition, the International Real Estate Exhibition and Conference, and the Kazan Halal Market Trade Fair. The agenda also includes: the Forum of Chambers of Commerce and Industry of OIC Countries, the Forum of Young Diplomats, the Forum of Young Entrepreneurs, meetings of intergovernmental commissions and bilateral conferences, festivals, gastronomic and sports projects, including the “Business on Horseback” horse race and the International Jockeys’ Championship.
In 2026, Kazan holds the status of Cultural Capital of the Islamic World. Cultural co‑operation will be one of the key themes of the humanitarian agenda – during the Forum, the Congress of Ministers of Culture of OIC Countries and the 15th Session of the ICESCO General Conference will be held. The programme will conclude with the “Izge Bolgar Zhyeni” gathering in Bolgar, dedicated to the Day of the Official Adoption of Islam by Volga Bulgaria.
