Technological Leadership as an Opportunity for Rational Development of Oil and Gas Fields was Discussed at the Russia-Islamic World Forum

A panel discussion “Technological Leadership as an Opportunity for Rational Development of Oil and Gas Fields” was held in Kazan at the XVI International Economic Forum “Russia – Islamic World: KazanForum 2025” on 15 May.

The discussion was devoted to the expansion of international partnership in the field of scientific and technological development of the petrochemical complex, strengthening the technological sovereignty of Russia and the countries of the Islamic world, achieving technological leadership in the field of geological exploration, geology, geochemistry, and development of oil deposits. The speakers were representatives of the federal ministries of Russia and the countries of the Organisation of Islamic Cooperation, the executive authorities of the Republic of Tatarstan, oil and gas companies, as well as the scientific community engaged in fundamental and applied research in this field.

“Today, fossil fuels remain relevant and are still the main source of energy, so the development of environmentally friendly, energy-efficient and economical technologies for forecasting, exploration and production of hydrocarbons remains one of the important tasks facing our countries. Every year, the structure of reserves is deteriorating, and most of the new deposits require significant investments,” Konstantin Tsyganov, First Deputy Minister of Natural Resources and Ecology of the Russian Federation, addressed the participants with a welcoming speech.

“The technological solutions discussed today are aimed at rational and the most environmentally safe use of natural resources - reducing costs in the exploration and development of new fields, reducing economic costs in drilling wells, increasing oil production, reducing oil loss during geophysical surveys. KazanForum is a key platform for further substantive study of interaction on joint study, development and implementation of new technologies between Russia and the countries of the Islamic world,” said Alexander Zakondyrin, moderator of the session, Director of the Federal State Budgetary Institution VNII Ekologiya.

The development, creation, propagation and introduction of new, advanced solutions into production processes should be cost-effective. For business, this is a key factor in making management decisions. Financial investments (modernisation of production facilities, personnel training, etc.) should pay off from the introduction of replacement technology. Rustem Khalimov, First Deputy Director General for Oil and Gas Exploration and Production of PAO Tatneft, presented the priority areas for the company: increasing oil recovery and profitability of production, expanding the volume and depth of oil refining, developing the petrochemical industry and tire production, using composite materials, and introducing low-carbon technologies. “TATNEFT’s response to the strategic challenges of the industry is a model of balanced, multidisciplinary development based on product diversification, strengthening the scientific base, technological sovereignty and maximising the potential of mature assets,” Rustem Khalimov declared.

“The company has a unique educational research and production ecosystem. In co-operation with the ITMO University and the Petroleum High School, we have established two engineering schools in the field of biotechnology and integrated modelling. This allows us to confidently move to the seventh technological mode by training engineers who will create new technologies,” he stressed.

The discussion was also attended by Dmitry Guskov, Deputy Minister of Industry and Trade of the Republic of Tatarstan, Mrs. Hamid, Deputy Minister of Mineral Resources of the Republic of Sudan, Mr. Hossein, Director of the Department of Technology and Innovation Policy Development of the University of Tehran, Professor, and Yang Guangkai, Technical Director of Kerui Group (PRC).

One of the organisers of the session was the World-class Scientific Centre “Rational development of liquid hydrocarbon reserves of the planet” (NCMU).
