The Russian Export Center Holds a Meeting A ranking was presented where regions are assessed by how well they unlock their export potential

Mikhail Sneg, director for export policy and analysis at the Russian Export Center JSC, presented the methodology of the Export Ranking, informed the participants about the approaches to compile it and integrate it in the future into the ASI National Investment Ranking. He showed an example of the Ranking of Unlocked Export Potential, which was calculated on the basis of performance by the regions over the first 10 months of 2023.
“We are holding discussions of the ranking not simply to present it, but also to get feedback and enrich this methodology,” Mikhail Sneg explained.
The ASI National Investment Ranking now uses more than 70 metrics in four areas: the assessment of efficacy of export support institutions in a region; the proportion of small and medium-sized enterprises engaged in the export of goods that are not raw materials or energy in total sales by SME; the proportion of SME that are engaged in exports; an assessment of the Center for the Support of Exports. It is planned that the ranking of unlocked export potential will be integrated in the investment ranking as one more metric.
Mikhail highlighted the importance of existing exports when regions are assessed in terms of their investment climate. He also noted the comprehensive nature of efforts to assess a region’s performance.
“Exports retain their high importance. Moreover, they determine the success of many sectors of the economy. This is certainly not a ranking to reward or penalize someone. It is a ranking that should help identify the strengths and weaknesses in the domain of foreign trade of this or that region. It is a ranking that should help make management decisions,” said Mikhail Sneg.
Here are the places of Volga Federal District regions in the new ranking, as per a trial evaluation of performance over the first 10 months of 2023: Tatarstan (No. 2), the Orenburg Region (13), The Chuvash Region (16), the Ulyanovsk Region (30), the Nizhny Novgorod Region (31), The Bashkortostan Region (40), the Samara Region (46), the Penza Region (48), The Mari El Region (52), the Mordovia Region (54), the Udmurt Region (55), the Kirov Region (60), the Perm Region (65), the Saratov Region (76).
The Volga Federal District regions that supported exports of goods other than raw materials and energy in 2022 experienced a noticeable decline of their spots in the ranking in 2023 (for example the Perm and Saratov regions). The significant volatility in the ranking’s positions brings up a theory that there are fundamentally new drivers for the development of the district’s exports that are unrelated to raw materials or energy, which is confirmed through the analysis of certain metrics of the ranking.
