"The Russian-Tajik Business Council resumed its work 18 months ago. <...> [During this time] we have managed to create a fairly effective channel of communication between Russian and Tajik businesses, state and public sectors," Islam Nazaraliyev said.
"We have solved the problem and established regular deliveries of certain types of products from Tajikistan to Russia. Now we are working to make the tariff rate as interesting for our consumers as possible. <...> We do not treat Tajikistan as a country surrounded by mountains and having only one exit to Afghanistan. We believe that Tajikistan is a good hub, which can be used in the Uzbek direction. We can also look towards China - the infrastructure is already established there. We can also consider Kyrgyzstan, which is our strategic partner," said Vladimir Padalko.
Director of the Department of International Cooperation and Licensing in the Sphere of Foreign Trade of the Russian Ministry of Industry and Trade Roman Chekushov explained in his presentation that Russia has revised its approaches to export development. The situation has changed - it is necessary not only to stimulate an increase in the volume of supplies to traditional markets, where Russian products are already well-known and exports are growing and developing, but also to open new markets and to approach this task systematically and thoroughly. "We proposed to create a separate federal project, which will be preliminary called 'Development of Foreign Infrastructure.' Such a project has never existed before. In this project we have just structured those tools, those measures that should stimulate the sustainable presence of Russian commodity producers in friendly markets. <...> Russia decided to stimulate industrial cooperation in friendly countries," said Roman Chekushov.
Evgeny Korenkov shared examples of successful implementation of Russian projects in Tajikistan. Thus, he described the experience of the Gemotest laboratory, which launched its work in 2021. At the moment, 39 laboratories are operating in the republic, 50 medical departments are planned to be opened by the end of this year, and a large laboratory with almost 0.5 bln rubles ($5.5 mln) invested in it has already been opened. "The maximum number of studies that used to be done is 300. Now, thanks to the largest laboratory in the region, there will be about 3,000 such studies, which is comparable to those conducted in Moscow," the speaker specified. According to him, the projects are now being considered for financing by the Russian Export Center and its financial instruments. Uralmashzavod is implementing a project to reconstruct the production facilities of the TALCO aluminum smelter with a budget of about 1.6 bln rubles ($17,500) for the near medium term.
