The session “Free economic zones and industrial parks in the countries of the Organization of Islamic Cooperation - new opportunities for international industrial cooperation” was attended by:

Alexander Nizovskikh, General Director of Northern Development Park;
Alexey Grushin, First Deputy General Director of Khimgrad JSC;
Anna Lavrentieva, Senior Vice President of JSC JSCB NOVIKOMBANK.
The session was moderated by Denis Zhuravsky, Executive Director of the Association of Industrial Parks of Russia.
Session participants discussed potential sites for establishing production of Russian companies in OIC member countries (Turkey, UAE, Uzbekistan, Kazakhstan, Azerbaijan, Tajikistan, etc.), government support mechanisms, priority sectors for industrial cooperation and other pressing issues in the development of industrial clusters.
During the session, key aspects and strategic initiatives aimed at strengthening industrial cooperation and infrastructure development were presented.
Denis Zhuravsky stressed the importance of industrial parks in Russia as platforms for innovation and attracting investment: “To date, more than 400 industrial parks and special economic zones of various types have already been created in the Russian Federation. And all of them are in great demand not only in Russia, but also abroad. For a long time, we focused on attracting investors from abroad, and up to 50% of investments there came from foreign companies. In recent years, the international situation has changed, and Russia’s role in the international dialogue has changed.” According to the speaker, the experience of Russian companies is in demand, which arouses genuine interest from friendly states. Partners from abroad attract Russian managers to launch joint projects.
Vasily Osmakov drew attention of the participants to the support of the Ministry of Industry and Trade of Russia in these endeavors: “We are beginning to accumulate a certain critical mass of foreign projects, so that we can actually talk about some more infrastructural aspects <...> Russia can be a supplier of solutions in this market outside, more actively use points of industrial presence in the interests of Russian industry and the Russian economy.”
Roman Chekushov spoke about Russia’s strategic interests at foreign sites and supporting export infrastructure: “The Russian government sees the development of infrastructure abroad as a new tool to support the export of Russian goods. As part of a new cycle of national projects, it is proposed to create a foreign infrastructure that accumulates measures for the constant presence of Russian goods in foreign markets. Support is planned for the creation of industrial parks, transport and logistics centers and port infrastructure, which will allow Russian business to have stable cargo flows and a permanent presence in key regions of the world.”
Abdullah Alseleh presented the UAE system of special economic zones, which open up new opportunities for Russian investors. According to him, the Emirates have succeeded in creating more than 40 free economic zones, which today account for 30% of the country's total economic output and rank 17th in global trade volume. “Our foreign trade has reached approximately one trillion dollars, with 30% of this amount coming from free economic zones. There are 120,000 companies created in these zones, with the possibility of 100% foreign capital, which is a significant achievement for attracting investment,” the speaker said.
Alexander Nizovskikh told the participants about the start of a pilot project - the Novosibirsk Special Economic Zone: “This year we are launching a pilot project - the Novosibirsk SEZ on the basis of the Sibirsky transport logistics center (TLC), one of the largest terminals in our network with a processing potential of 1 million TEU per year. TLC Sibirsky will be a fundamental element of the SEZ, as well as its logistics core and anchor resident. This approach is in line with modern economic trends, promoting efficiency and syncing of production and logistics operations. It is beneficial to all participants in the process: the state, us as investors, and especially future residents of the Novosibirsk SEZ. Already in 2025, our first residents plan to begin construction of their enterprises on the territory of the SEZ.”
The 15th International Economic Forum "Russia - Islamic World: KazanForum 2024" is being held on May 14-19 in Kazan. This year's keynote is "Trust and Cooperation." The main goal of the forum is to strengthen trade and economic, scientific and technical, social and cultural ties between Russian regions and the countries of the Organization of Islamic Cooperation (OIC), as well as to promote the development of the Islamic financial system institutions in Russia.
