Presentation of the support mechanism model for regional export development programs

Within the framework of the regional meeting on implementation of the national project "International cooperation and export" the model of the support mechanism for regional export development programs was presented and discussed. The participants of the meeting discussed the model of the support mechanism and made their proposals for its inclusion in the unified list of export support instruments.

Director for Coordination of Regional Programs of the Russian Export Center JSC Oleg Radionov emphasized that today the goal of export growth is achieved primarily through the export of the agro-industrial complex and industry. The regional component is indirectly involved. In this regard, the speaker pointed to the importance of involving Russia’s constituent entities in export development, providing access to support measures and improving their effectiveness, increasing the number of exporters, as well as co-financing of expenditure obligations of the constituent entities to reimburse part of the costs of exporters.

"Regional export development programs have been approved for March 1, 2024 in 62 subjects of Russia. We have developed models of export development on the basis of these programs. The federal target for increasing non-resource, non-energy exports is 170% <…>. Even in the best-case scenario, there is a risk of failing to achieve the set target, in the best case - 164.25%. With the support of regional programs, there is a forecast that we will not only achieve the set goal, but also exceed the plan, if there is support," Radionov said. He added that taking into account the support mechanisms, the growth rate is expected to reach 176.63%. According to the provisions of the regional export standard, it is recommended that a constituent entity of the Russian Federation allocate at least 50 million rubles (547,500 dollars) annually for the implementation of the program.

For the selection it is important to have a regional program that has passed the competition and meets certain requirements: it must be approved by a legal act, it must include activities from the approved list, as well as mandatory indicators and results with values not lower than the established level.

The XV International Economic Forum "Russia - Islamic World: KazanForum 2024" is being held on May 14-19 in Kazan. This year's main theme is "Trust and Cooperation." The main goal of the forum is to strengthen trade and economic, scientific and technical, social and cultural ties between Russian regions and the countries of the Organization of Islamic Cooperation (OIC), as well as to promote the development of Islamic financial system institutions in Russia.
