Participants of the "Guarantees of Economic Security and Threats Management amidst Expanding Business Communications with the Islamic World” session discussed the problems of diplomatic law, intellectual property, as well as the development of digitalization and artificial intelligence.
Rustam Minnikhanov, Head of the Republic of Tatarstan, noted the importance of the topic and spoke about his contribution to the digitalization of the country: "We have three modern IT parks <...> Considering the fact that we have problems with European and US software, we are now making our own. We have created the Innopolis University, which is one of the most advanced. We have also established a special economic zone <...> Today, the Ministry of Agriculture and Food of the Republic of Tatarstan has probably even surpassed the industrialists after its digitalization."
Elina Sidorenko, Associate Professor of Law, Professor at the Moscow State Institute of International Relations, Director of the Center for Digital Economy and Financial Innovations, Head of the working group for assessing the risks of cryptocurrency circulation in the State Duma of the Russian Federal Assembly, Director General of the Platform for Working with Entrepreneurs' Appeals (ZaBusiness.RF) organization called Tatarstan the digitalization homeland – marketplaces are developing there, with special Islamic online shopping platforms also emerging. But what is most important is that people are being trained on how to deal with the digitalization, which is the first time this is being done in Russia, she added.
Deputy Prosecutor General of Russia Pyotr Gorodov noted the important role of the Prosecutor's Office in creating a favorable business climate. "For the successful implementation of tasks in 2012, a specialized department was created in the Federal Prosecutor's Office. Its main functions are ensuring the enforcement of legislation on the development of small and medium-sized enterprises, its support <...> Prosecutors are vested with extensive powers, including supervision over the execution of laws by state and municipal authorities," he said.
Foreign partners also shared their experience of digitalization. For example, Kazakhstan introduced online monitoring of inspections, which led to the removal of 14,000 unjustified bans, and 12,000 businessmen were released from illegal fines totaling $4.2 million. "In five years, we have achieved a fourfold reduction in the number of inspections against entrepreneurs, the requirements for business have been reduced threefold <...> In each region we have created front offices, where investors come themselves and talk about problems <...> Over the year we have completely resolved 215 problems of 300 investors. Their contribution to the country's economy amounted to $8.2 billion," said Galymzhan Koigeldiev, Deputy Prosecutor General of the Republic of Kazakhstan.
The 15th International Economic Forum "Russia - Islamic World: KazanForum 2024" is being held on May 14-19 in Kazan. This year's keynote is "Trust and Cooperation." The main goal of the forum is to strengthen trade and economic, scientific and technical, social and cultural ties between Russian regions and the countries of the Organization of Islamic Cooperation (OIC), as well as to promote the development of the Islamic financial system institutions in Russia.
