As of today, infrastructure sites serve as effective mechanisms for creating a favorable investment climate and stimulating entrepreneurial activity. One of the key tasks is about the development of multilateral economic cooperation and localization of manufacturing companies in territories with preferential treatment.

Mikhail Labudin, the director of the Association of Clusters, Technology Parks and SEZ of Russia says speaking about the present-day industrial platforms as: “When we talk about industrial sites, we are primarily focused on the infrastructure created in our countries, which is characterized by industrial parks, namely industrial technology parks. We have already left behind the times of a technological park serving solely for purposes of the development of innovative projects. Today, it is mostly about projects that rest on the needs of business, as well as on the needs of industrial manufacturing.”

Timofey Buneyev, the Head of the International Cooperation and Sustainable Development Department of the Association of Clusters, Technology Parks and SEZ of Russia, said that “There are three types of technoparks in Russia: technical techno-parks, industrial parks and high-tech techno-parks. Most of them are located is in the Central Federal District and the Volga Federal District - more than 20 sites are concentrated in these two districts. Many of these sites are included in the register of the Ministry of Industry and Trade of Russia. An infrastructure site is a place where an investor can quickly and cost-effectively implement his project.”

Dias Safin, the Director General of the IDEA innovative Technopark said: “We are looking for a solution so that, having filled the Technopark ‘IDEA’ with centers of large companies, we can offer further development logistics, offer a platform where enterprises for small series, for prototypes, for serial and small-scale production could be deployed… Our pool shows a significant volume of technical experts rise from the real sector of the economy helping us in our work, in particular with the innovation promotion fund… Many students turn to be millionaires working in this sphere… As of the August 2023, 389 teenagers of the Republic of Tatarstan became millionaires.”

Konstantin Zlygostev, a Russian trade representative to the Republic of Uzbekistan, spoke about interaction of Russian companies with Uzbekistan that the annual trade between Russia and Uzbekistan reached some $10 million. “Our leading countries have set a task to double trade turnover to $20 million in the short term. Although the task was rather quite ambitious, we understand how we need to realize it. The prime aim is to move away from primitive export-import operations to pinpoint production utilization. First of all, I am now talking about localization of production of Russian companies on the territory of Uzbekistan. This trend has been observed for the fourth year“.

According to Zlygostev, Uzbekistan is interested in steel and woodwork processing works, as well as everything related to the oil and gas industry, and food products.

For four years, Russia has been the leader in the number of joint ventures with Russian capital in Uzbekistan, he added.

Khabib Abdullaev, the CEO of Navoi Free Economic Zone (Navoi FEZ) spoke further about national peculiarities on the territory of Uzbekistan saying that “Russia-made products could not be easily exported.”

“Products manufactured in Russia may not be exported to all countries. Getting ‘a Made in Uzbekistan’ certificate opens up great opportunities in this regard. Speaking about our country, I should say that 95% of the territory is covered with a desert. It is very useful because a lot of minerals are extracted there, with 100% of Uzbek uranium and 80% of gold being extracted there. The largest chemical enterprise of Uzbekistan is also located in our region. About $5mln-worth chemical cluster has been created around this large chemical enterprise.”

The 15th International Economic Forum "Russia - Islamic World: KazanForum 2024" is being held on May 14-19 in Kazan. This year's keynote is "Trust and Cooperation." The main goal of the forum is to strengthen trade and economic, scientific and technical, social and cultural ties between Russian regions and the countries of the Organization of Islamic Cooperation (OIC), as well as to promote the development of the Islamic financial system institutions in Russia.
