Participants in the session “The relationship between spatial data, construction and technology in the development of territories” at the 15th International Economic Forum “Russia – Islamic World: KazanForum 2024” discussed sustainable urban development, experience in the use of digitization tools, ensuring transparency of processes, and reviewed cases that have shown effectiveness.

“In 2024, since effective digital transformation is still based on unification, we decided to develop a single standard service together with the Ministry of Digital Development [of Russia]. Many people who work in the realities of today's Russian digitalization are familiar with the Gostekh platform, which is intended to be a platform for the development of standard government solutions. The 98th service has been developed on it - by the end of the year, it will be implemented in 11 regions. <…> It will be developed in four of our new regions. The timeframe for building a nationwide digital twin is 2030. To achieve this in 2030, in 2026-2027, we need to have at least one million agglomerations,” Konstantin Mikhailik said.
“We launched a system for reviewing urban planning documentation [in digital format]. What did it give us? Before, when [paper] documents were brought in for review, <...> there was direct interaction with people, which led [to the possibility of] offering bribes or something else. Now, of course, when people submit documents, they do not know which expert in which region will look at them,” Marat Zagrutdinov said.
“Reforms are currently being implemented to simplify procedures. In particular, this includes simplifying the procedures [for preparing] regulatory documents, as well as license control. For example, before, 23 documents were needed [for construction], but after the reform, only six are needed. The review period has been reduced to 10 days, whereas before it took from three months to two years,” Bakhtyyar Stanbekov noted.
The 15th International Economic Forum “Russia – Islamic World: KazanForum 2024” is being held on May 14-19 in Kazan. This year's keynote is “Trust and Cooperation.” The main goal of the forum is to strengthen trade and economic, scientific and technical, social and cultural ties between Russian regions and the countries of the Organization of Islamic Cooperation (OIC), as well as to promote the development of the Islamic financial system institutions in Russia.
